Yes, in most of the geographic areas in N. America, a vapor retarder is needed on top of the sub-deck to prevent the new construction generated, as well as the constant building use generated, moisture vapor from migrating into the insulated deck and roof covering assembly and to help prevent subsequent moisture related problems.
