If You're Re-Roofing in California, Here's What the State Requires

California's Title 24 energy standard exists because roofs in the state's hottest regions absorb an enormous amount of solar heat. In regulated climate zones, a CRRC-rated cool roof isn't optional for most projects. The requirement kicks in when you replace more than 50% of your roof area, or more than 2,000 square feet, whichever threshold comes first.

Does this apply to your project?

If your home is in Climate Zones 4 or 8 through 15, covering the Central Valley, Inland Empire, Sacramento area, and most of Southern California, the statewide requirement applies.

If you're in the City of Los Angeles or unincorporated LA County, a stricter local standard applies. Three Pinnacle® Sun colors clear that higher bar.

What is an SRI Value?

Solar Reflectance Index, or SRI, is the score that determines whether a shingle passes California's test. It measures how hot a roofing material gets under direct sun, combining how much light it reflects with how efficiently it sheds absorbed heat.

California requires a minimum aged SRI of 16, meaning the rating is tested after three years of real-world weathering, not fresh off the production line. That's the number that counts for legal compliance, and it's independently verified by the Cool Roof Rating Council .

A single score, from 0 to 100, measuring how hot a shingle gets in full sun. It combines reflectance and heat release into one number. Standard dark shingles score in the low single digits. Pinnacle® Sun shingles range from 18 to 21. California requires a minimum of 16.

Potentially yes. LADWP, PG&E, SCE, and SMUD all offer rebates for qualifying cool roof installations, and Atlas products meet the documentation requirements of those programs. Ask your contractor about what’s available in your area when you get your estimate.

R-38 or higher ceiling insulation, a radiant barrier, no HVAC ducts in unconditioned attic space, or continuous above-deck insulation can all qualify a project for an exemption from the prescriptive cool roof requirement. A contractor can walk through your home’s existing setup and tell you where you stand.
